To the Editor:
Recently I was looking for something special for a gift and I had some time. So I spent 23 minutes circling around Second street until — finally — a spot near the shop I wanted to visit opened up. (I need a spot fairly close because of a handicap). I went in, found what I needed, but when I got back to the car some 20 minutes later, the same car that was parked next to me was still there and the lady was still on her cell phone. She was plainly abusing the very limited parking. I didn’t do what was on my mind…
