Former cop charged in sex case involving minor
MONROE - A former Monroe police officer has been charged in Snohomish County Superior Court on multiple counts of sexual exploitation of a teenage girl that began a decade ago.
Carlos Martinez, 58, has been charged with rape, voyeurism, child molestation and possession of sexually explicit images of a minor. The charges were filed Friday, Aug. 30.
Martinez is scheduled to enter his plea in court later this month.
He is a former sergeant with the Monroe Police Department. He left the department in 2009 amid an internal investigation into allegations he was involved in a domestic violence dispute with his wife.
Martinez met the teenage girl through his work as a DARE officer in the Monroe School District. She was 14 when the relationship began under the guise of a mentor-mentee relationship. The girl baby-sat his kids and sometimes spent the night at the defendant’s house, charging papers say.
The girl, now 24, told police the two would have sex while Martinez was on duty as a Monroe police officer, charging papers say.
The relationship lasted 10 years until the woman was 24. She went to police in Texas in November 2011, where she and Martinez had been living together for two years.
She currently doesn’t live in Washington.
“As (the victim) began to mature and experience life outside the controls of the defendant, she began to realize that this was an unhealthy relationship,” according to charging documents. They separated around August 2011.
According to charging documents, Martinez continued to harass the woman after she went to police as recently as this summer. The woman is currently pursuing a career as a park ranger with the National Parks Service (NPS). Martinez, working as a private investigator, has been contacting the NPS asking about the woman and accusing her of having an affair with her superiors.
Martinez’ private investigator license was suspended by the state Department of Licensing in July for using his status to locate and harass the woman, charging papers say.
Martinez told Washington State Patrol investigators that he had sex with the girl after she was 18, according to charging papers.
